Husk of Dreams and Concoctions

I am a big fan of concoction builds and did some testing around the Unique chest item Husk of Dreams, The items reads that it increases flask charges used from a range of 20-30%, while having a 50% chance to not consume any charges.
It appears that this item correctly increases the cost of the charges used however it does not ever hit the 50% chance to not cost any charges. I would assume this should work and is currently just a bug where only the penalty applies with no benefit of the coin flip for the free cast.

This is intended.

Concoctions use flask charges -> "% increased Flask Charges used" mods work with them.

Concoctions don't make you use flasks -> "% chance for Flasks you use to not consume Charges" mods don't work with them.
