Cant create or join parties

Was asking around and a few said i might be Shadow Banned. Why cant i join parties? Just started the new league and would not know why i would be banned.

I sent an email and no one has responded yet. I can use the party system on old characters but not the new one.

This is game breaking for me. cant trade, cant join parties. Stuck on a boss that i cant even party to get past it or trade for better gear! It is only happening to my DOTH classes.
