Can't attack enemies after being resurrected

I play Monk with a Xbox Controller on PC and whenever I get resurrected after dying all my abilities are grey and I can't attack anything. I can shoot spells if there are no enemies targetted but as soon as an enemy is in focus or near, the spells can no longer be used.

What do? This is sort of game-breaking. To resolve this I have to trigger a loading screen of some sort, usually just teleport to town and then back to the zone I was in before.
