Sceptre Quality do nothing now?

I was hundred percent sure before quality would add maximum 20 spirit to sceptre but now it do nothing? Have I gone mad? Or it increase some hidden thing that do not show?

So increasing spirit was a bug? What does quality do now? It increases the quality of Skeleton Warrior/Malice/Purity/Discipline?

my skeleton still shows 0% quality with 20% quality on my sceptre.

Confirmed with a Omen sceptre as well. Quality 20% and the bonus on the Malice aura is still 0

So how will the game show 20% of a level on a minion.... I call BS as this seems more like a full nerf of sprit.

The 20% quality on the skill is working but visually you will see 0. GGG mention this before in one of the streams.
