No Way to Reset Passives (Odd Text Box)

Box covering what looks like the "Refund Passives" box! I can't be sure because the box, which is something about "needing skill points" in red font, is covering it (top-right). POE2 is punishing for the sake of being difficult so there is no way I'm clicking on something that I can't read.

And why are most of the passives reset but not all?

I quit for months because the end game did not provide enough waystones to progress. Should I come back in another month to see if I can reallocate my passives?

And /returnjewels?! I had to leave the game to look that up and it does seem I lost some. It stinks.
