Need more loot leveling

Would be great to have rares drop 1 guaranteed rare item when killed. Kinda annoying to sit there for 5mins to kill 1 rare for it to drop 1 blue item thats useless, if it at least dropped 1 rare item its a chance for an upgrade or if not it can be disenchanted for regal shard which could then be used to potentially get an upgrade once u get the regal orb. Would make leveling a bit better as right now upgrades are almost nonexistent unless u trade for them.
