What happened to Video settings?

I had a AMD specific setting, or something like. I forget what it was, I havent played since launch, but it made the game look WAAAAY better then this, and Ive got everything maxed. Game looks terrible now.

Is Dynamic Resolution enabled in-game?

No I dont have it on, but Im specifically speaking about a setting that was there, and is now gone. That setting was a game changer. Im wondering why its gone and if its coming back. It was specific to AMD, and it looked soo good. I dont seem to have the option anymore.
