Cannibalism not working sometimes

I've noticed in certain maps the life on kill doesn't occur. Recently it was in a reduced life recovery map.

Life recovery includes life gained on hit and on kill. If you're boosting map modifier effect to have over 100% reduced, you will gain 0 life on kill (on top of no regen, etc).
