Heist bugged - kicks back to rogue harbor

In grand heist with numerous wings unlocked, it seems randomly that exiting will kick you out to the recovery harbor with no chance to re-enter any wings.

I tried this with both the emergency exits but also the main entrance. It usually happens after clearing wing 2, but can happen after wing 1, 2, or 3.
