Cast on Freeze > Cold Snap Trigger bug?

So, With Cold Snap on CoF it doesn't seem as though it's triggering. I've done a decent amount of testing and just flat out don't see cold snap hitting frozen targets when triggered by CoF. Is this a bug? Am I missing something?

I can't get Cold Snap to proc, via CoF, on frozen mobs at all. The gauge fills on freeze, then goes to 0% (similar to other 'cast on' mechanics). I loose the mana for the cold snap, but the mob doesn't take damage and remains frozen. It's acting like it's casting but not targeting a mob. A "white cast" if you will.

Edit: I went ahead and posted in that thread ... though no1 there seemed to have the same issue as me.
