Some sections of the map just aren't connected to anything. If you've fully circled it and can't find a way in there might not be one at all.
I've been lucky and only had small stuff not connected. Like this island cottage I found:  "Beidat honored the pact, though Mancy wouldn't take off Doryani’s prototype."
