Phrecia betrayal bug gaining safehouse intelligence

Hi

i am using the the following

-betrayal scarab of intelligence
-well supplied (minor idol)

when i interrogate a member with 3 stars that would give me 35 intelligence over 3 rounds it only gives me 3 maybe because it would overshoot the 100% in 3 rounds (just a guess).
