Make Controller and Keyboard binds unaffiliated

Hi,
I realize this might only have impact on a small group, but I am one of the people who enjoy occasionally play PoE on a controller and most times on keyboard.

It's a struggle to arrange keybinds on a controller, it takes time but frankly if it was a one and done, it would be perfectly fine.

However..
Every time you switch between the modes your keybinds are fucked. The binds that work on controller are completely messed up on keyboard and vice versa.

Please let people have separate bind profiles depending on which mode of input is being used.

As a small addition, I couldn't figure out how to bind the teleport hotkey on controller, maybe I'm missing it but if so it's not straightforward to find. If it doesn't exist then it would be awesome to have a skillslot on controller that could be bound to use a teleport scroll since navigating to the inventory to access the portal is another tedious thing on controller.
