Higher gem skills and +skill lvl modifiers, support gem bug

Crafting Support gems on Stormblast Bolts (or similar higher level gems) shows all support skills as "cannot be socketed" unless crafted separately or removing "plus(+) skill level modifiers".

It seems to have to do with Skill gems essentially 'unusable' given the added levels having higher Attribute requirements-- although this is not reflected in the skill or anywhere else.
