Skills not appearing in hotkey setup

I open the skills tab and my offensive skills are all working properly (attributes are correct, enough spirit, etc.; basically not blanked out for error of some sort to not be able to use them).

However, when I try to setup the hot keys to use the skills, they are not appearing at all.

I tried changing the passive tree, clearing out the skill gems and placing them back in, swapping skill gems, weapon swap settings, etc.

Nothing is working.

Is there something I am missing or changed maybe settings wise? All I did change wise today in terms of game play is mess around with the weapon swap settings; and, entire revamp of the passive skill tree.

Some help would be appreciated it.
