Can't equip the Behemoth Crack Laden Greathammer

Just acquired the Behemoth Crack Laden Greathammer which has requirements of level 33 and 78 Strength.

I am at Level 37 and 216 Strength. When I try to equip the hammer it tells me I am not strong enough. So, I am confused....please advise.
