Precursor Tablet Limitations? Issue with 'Boss Tablet' Applying to Maps in Range

Hi, just curious to know if there are limitations of applying precursor tablets to maps in range like the 'boss tablet'? within my tower range, i tried to use a 'boss tablet - up to 6 maps' and i have 6 non-boss locations but the system prompt me that it will only add 3 instead of 6.
