Unable to Launch POE 2 after new HDD replacement

Recently my PC suffered a drive failure. I had it professionally replaced, reinstalled Epic Games Launcher and POE 2. Now POE 2 will not launch at all. When I click on "launch" the Epic Launcher says "running", then "launch" again. Processes don't even show in Task Manager. Any ideas?
