"Recently" buffs not working

I'm currently playing and Ice/lighting chronomancer build and i have several nodes like dynamism, echoing thunder/frost, and Stormcharged as well as the Rising Tempest support gem on my spell and i dont see the damage rise at all despite consistent shocks, freezes, and crits occurring. I do notice the damage numbers change when i remove and re-socket rising tempest for some reason, but that is the only time it seems to work.
