Weapon Swap Reduced Attribute Requirement Issue

I'm on Titan with Giant's Blood and have 1 two handed hammer and shield on weapon set 1, and 2 two handed hammers on weapon set 2. One of the hammers on weapon set 1 AND 2 has STR requirement of 212, so requirement of 636 Strength to wield on one hand. I have Strength 607 on weapon set 1 and strength of 583 while on weapon set 2 and therefore do not meet this requirement. To manage this I have invested in reduced attribute requirements in the star node. I have a time lost jewel to give me 7% reduction per node (instead of 5%). I have one normal skill point assigned for reduced attribute requirements. I have another point assigned to weapon set 2 ONLY. So on weapon set 1 I have 7% attribute reduction (591 strength req), and on weapon set 2 I should have 14% reduction (547 str req). In theory I SHOULD be able to wield the 212 Str req hammer in one hand while at 583.

While in hideout, if I unallocate and reallocate the weapon set 2 point while weapon set 2 is equipped I get the 14% reduction to 547 and the game is happy. I can cast hammer of the gods with a +12 skill modifier and get mana leech applied from the 212 str hammer. This leech should "instantly" fill my mana back up since the 8% of 100k+ is a lot compared to my 700 mana pool. This is how I noticed it wasn't working.

I THOUGHT I had successfully used this once at +12 skill level and mana leech since the leech restored mana basically instantly. I could have just as easily used a potion though so unsure, although my mana restore rate via potion is nowhere near the speed at which I saw the pool filled so I'm unsure. But the next attempt to replicate in a map failed and I could no longer wield the hammer when moving from hideout to map, and it only worked in hideout. The hammer in my weapon set 1 works no problem.
