Phrecia Frenzy Charges not totaling correctly.

If I do this right then with the Whisperer Ascendency I should have the following:

4 Minimum | 1 Maximum

With passives I can gain another:

1 Minimum | 3 Maximum

I should have a total of nine Frenzy charges, yet I only get seven total.

3 (base) + 1 (Whisperer) + 3 (passives) equals 7 maximum frenzy charges;
4 (Whisperer) + 1 (passives) equals 5 minimum frenzy charges.
