Loosing 50% to 100% FPS when opening Tree

Performance has been bad for me since beginning of the new engine (sometimes really bad), but could life with it. Since Phrecia my frames drop from 130+ fps (at 1440p) to 50fps when I open the Tree. When I enter Heist (Harbour) my frames drop to 90, it stutters in the Harbour and it slowly drops to 0 FPS when I open the Tree. Tried many settings, nothing seems to help. Anyone with some tips?

Can't run game in Vulkan nor DX11 mode.
RTX 4070.
