Cant connect to Washington D.C. server after crash

I was putting some items in my Stash, and got a bug where I can still interact with things but could not move around. Shortly after my game crashed. I have tried connecting back to Washington D.C. server but every time I get a time out. I noticed I can still connect fine to other servers and am playing in California server now, but every time I try to party up with a friend in the Washington D.C. and join there instance. My latency climbs to 1600+ and then brings me to the log in screen
