High ping in some instances

First of all, I apologize for my English, I use a translator.
I play through a Japanese gateway. This situation often happens, when I enter a map or go to another location, the ping increases from 80 to 300+ and it becomes simply impossible to play. Have you encountered this situation and is there a solution? I am a complete noob in terms of a computer, please be patient.

Every time I connect to 34.97.0.0/16 servers I get this bad routing, even when using VPN. My ISP says it's out of their zone and there's nothing they can do about it...
