Renly's Training on the Warrior's Warbringer Ascendancy

This talent node seems to not factor shields that have increased block modifiers. With that being said this talent seems to just be a downside with no upside? there aren't really any decent shields you can run that turn this talent into a positive. Like many new block-based players I am trying to get as much block as I can and then running Turtle Charm, but I have to snag this node that basically just reduces my block on every single (worthwhile) shield that I may as well just not ascend my character until way later where I can counteract the block loss.

Not sure if this is intended or maybe someone forgot to add some lines of text to the node, either way it kind of seems like this node should get a complete rework. It's either going to be so good you can't NOT take it on block builds or it's going to be completely useless if not a net negative combined with the fact that it will be your first ascendancy new players are going to wonder why they even chose it in the first place. Compared to other classes that usually get a game altering node for their first ascendancy this one is insanely underwhelming. *This is from a block build perspective*, but to add a fancy new mechanic and then have the only block related ascendancy be... not good kinda sucks!
