Unable to Load Into the Game

I am having an issue where I login to the game and everything works fine up until the point that I actually select my Phrecia character (lvl 88) and try to load in (happen to be loading into oriath docks). The game freezes on the loading screen until I get the error that it is "not responding" and then quits. It isn't just that the game is laggy, I am unable to move. I have tried it many times and it is very repeatable.

I thought it was an internet issue but I attempted a hotspot as well and that gave the exact same result.

So I tried to login to a different character and everything is working fine. Any ideas what could be wrong?

Troubleshooting measures taken already:
-Verified game files and made sure everything was updated in steam
-Switching gateways for connection
-Multiple internet connections (as mentioned)
