Smugglers Cache limited to one from Idols

Heya I got 265% chance that my Maps contain a Smuggler's Cache. But I only get one per Map from Idols. Is this intended? And if yes, why?

I mean there are even Mods on Idols in the game that stack for each Opened Cache kind of pointless, if you are limited to three guaranteed ones from the Kirac craft (those spawn).
