[BUG] - Time slows down - affects cast times and town portal cast - linked video

I have recently come across a bug, that slows down my character entirely without a recognizable reason. Happened a few times already. Without a single enemy in my proximity my character cast times were much higher than usual. Animations were sluggish. Movement speed remained unaffected. Town portal cast time was significantly slower which seems extremely odd. I am playing Sorceress Lightning Warp - Ball Lightning build. This effect seems to go away randomly, teleporting to hideout doesn't resolve this issue. Today I managed to record this issue. Any suggestions, fixes, known triggers for this bug?
