Divine Flesh ES stops regening when taking damage over time

Hello, I am running a build that uses divine flesh and my ES stops regenerating whenever I take damage over time, even though Divine Flesh states that all damage bypasses energy shield. Not sure if its a bug, intended or a byproduct of some interaction. Any help would be appreciated.
