Update/New macOS install crashes immediately

I launch POE, it downloads about 43MB of updates, then I get an error: "Path of Exile" is damaged and can't be opened. You should move it to the Bin.

I tried downloading the installer to do a fresh install and got the same issue. Cannot load the game at all at this point.

Running macOS 15.3.1 (24D70)
