Does quality effect stat rolls?

In poe 1 quality effects linking sockets and it is cheaper to improve quality before improving rarity.
It is still cheaper in poe 2 to improve quality before rarity, but I only care if it effects the tier of stats you can roll. I think it only has to do with item level, but I really want some feedback about what actually effects the roll of stats and if quality has anything to do with it. In PoE 1 (since 3.25) and PoE 2, the amount of Quality is only affected by the item level, not the rarity.
In PoE 1, quality makes crafting sockets and links easier. Quality does not affect any other rolls. |
