Problem with PoB import build (i think my IP is blacklisted from what i saw in internet)

Hello i have a problem concerning my Account.
i have it in public but i think the PoB software can't access it and see it as (private). so i can't import any of my build or even account characters. i really like this game and want to optimize build i have. sadly i can't really do much and need a response from you about it. i tried everything : (correct username (not character but account)) POESSID too restart computer ASCII change with username blablabla... i can't seem to find a good answer to this problem i need some help thank you. " Your account import to pob works correctly, you're just importing it wrong. When you are trying to use the https://www.urlencoder.org/ site to change your name for pob importing you need to leave out the #1101 part. Then import the account like so: Z%C3%A9phyrr#1101 see spoiler for images:
