Can't roll ingenuity Utility belt orbs of chance do nothing to normal utility belts

Trying to roll ingenuity utility belt have 15 white normal utility belts keeps telling me item rarity can't be upgraded, it should because ingenuity utility belt. Why wont it work?

2 things:

1) this is the wrong section of the forum (this is for PoE1 console bugs, not PoE2)

2) You can't use a Orb or Chance to get a boss-only unique item. That belt only drops from the King in the Mists, IIRC, which means it can't be created by chance orb.
