Elemental + x to spell level on wands

Is it working as intended, that wands can roll + x to elemental spell level and increased elemental spell damage? I might be wrong, but it looks like staves only roll elemental suffixes and affixes, but i cringe everytime i get a lightning one on a physical wand, playing ssf and trying to get something decent.

I guess it makes sense, that sorcs have access to shields for HC as well, so wands should exist for them too, but to me that would mean that at least i want that juicy +4 to physical spell level on a staff. So, have i just not seen that happening yet, or are sorcs just double dipping?
