Maps progression reset to 0/8 at 8th when stepping back to a 7th map

I ran out of 8th tier waystones when I was at 7 of 8 maps complete. I decided to run a VII tier map to try to get a VIII waystone. Upon completion of the VII tier map it reset my 8th tier quest to 0 of 8 complete. Now I'm afraid to run anything because it will reset my progression and be a waste of time.
