Unable to pick anything up off the ground PC (FIXED)

I might see items pop up for a split second, and then the text goes away and I can't pick them up. I've tried disabling item filter, re-logging, verifying game files on Steam, changing item filter or manually updating it. I haven't tried re-installing the game, but I hope it doesn't come to that. I also don't see NPC names until i get right next to them

EDIT: There was a setting that was disabled because by default the LT + right on D-pad disables it on your secondary hotbar. I found it, and enabled it again. It is the setting for "Always Highlight"
