I cannot access drowned city or molten vault... why? Im trying to get reforge bench.

level 73, ive beat the campaign and done a few maps. I realized I needed my reforging or crafting or whatever its called bench so I can upgrade my maps and items. (very very newbie to this game) I have the quest treasures of utzaal which to my understanding is the one I want. if I go to say... utzaal and try to teleport back to town I go to where that big portal was, but there's no portal.... ive ran all of utzaal and cannot find anything except aggorat (past) to go to. this is getting really annoying and ive ran almost every zone trying to see if there's a way into drowned city, but I cannot find it. what do I need to do here?

well I figured it out. you need to go to a present waypoint and then tp back to town. leaving this up incase there's another dumbass like me.
