Temporal Chains/Effect Duration not affecting Orlovasara's Damage Buff

Temporal chains is not affecting the duration of Orlovasara Torment Club's weapon damage buff.

Tested by using Shackles of the Wretched to reflect temporal chains onto myself, the club's 6 second effect remains unchanged.

The same is true for skill effect duration, though this seems more intentional.
