Suggestion: New Forum Section(s) for Phrecia Builds

If Legacy of Phrecia is going to be added as a Private League option in the future, I think it would be a good idea to create a separate Forum section for builds using the Phrecia Acendancies so that they don't get mixed in with the regular builds.
