Poe2 no minions and I think my account is bugged

Hey, I can't get my minions too work even if I have enough spirit, and my skills are bugged, I have two hell hound skill gems. Pls help me here, so I can play the game. What do I do if the account doesn't work correctly? I have reinstalled it and doesn't help. I have it both on ps5 and pc but it's the same problems. Thanx
