Soul offering not working, not sure why

Hello, I recently tried to start using soul offering, and even though I have a rattling scepter equipped when pressing the skill, my character just raises the skill in the air and no skeletons are spawned or sacrificed, therefore I am not getting the buff.

When I initially skilled the soul offering skill into my skill list, using the same equipment that I am using now, the skill worked briefly and I was getting the buff, but then suddenly stopped working.
