Rattling Sceptre bug report

I have a item level 82 Rattling Sceptre with 35% reduced Attribute Requirements, makes it only need 45 strength.
When I equip it with just 45 Str, in the skill gem panel, the weapon's Skeletal Warrior skill gem show a red exclamation mark and it hint me this skill need 54 strength.
Although the Skeletal Warrior can be summoned, when I want to socket any support gem in this skill, the whole game gone crashed.
