Different rolling mechanism between anullment and chaos orb

We all know chaos orbs are utter trash they should be half an exalt and you're 99.9999999% of the time going to brick your item and watch those high tier stats get wiped, but I have noticed a slight improvement when using annulment+exalt. They say "random" but could they operate on different rolling mechanisms?
