Act 2 Mastodon Tusks not Dropping

I've followed through on A Theft of Ivory (building the horn subquest) twice but it seems someone already stole the tusks because they aren't dropping from the boss. I still have a marker saying I need to go there and I'm certain I have not yet gone there previously and simply forgot.
