Hard-Lock PC Freeze On Load Screens

This has happened twice now since I updated to 24h2 about 10 days ago. I know this was an issue in PoE2 with the 24h2 windows update, but it also appears to be an issues with PoE1.

The game will occasionally lock-up my computer when it initially loads PoE. I have been running PoE1 flawlessly on this computer until the recent windows update.

I switched to Vulcan and that fixed it

PC always uses 100% CPU in Loadscreens and if I'm watching a Stream/YT Video on 2nd Screen it will stutter significantly every time.
The poeuncrasher github tool that disables the cores fixes the hardcrashes, if I'm not using it the PC will still freeze multiple times a day.
The stuttering is not gone with the github tool.

I have crashes in both Poe 1 and 2

CPU AMDRyzen 5 5600x 6Core (Multithread on)
GPU Nvidia 3060 TI
RAM 32Gig ram

I've started running Poe1 and Poe2 as admin, that seems to have fixed the issues for me for now. No crashes and no stuttering in load screen after running as admin.
