How do I make the item names on the ground smaller?

Use an item filter that has rules setting the font size attribute for item labels.

That same page will also show a list of popular item filters that you can subscribe to for POE2 (or POE1) -- click the "Popular" option at the top of the page instead of "About" which is displaying the rules.

Filterblade is a popular tool and website used for editing item filters, but you can also do so in a basic text editor if you are so inclined. GGG provides a web-based editor for your own item filters on the main site as well: go to your account profile and click on the "Item Filters" option at the right.
