Trade Menu website blocked from in game menu

Playing on Xbox POE2, when trying to access the trade website via the in game menu it pops up with a message that reads "Cannot open the web browser due to account restrictions. Please check your Xbox Live account." I have checked through every possible setting, and called in to xbox live customer support and nothing on my end is preventing it. Anyone else having this issue? and Yes i literally checked through every single setting option in game and on xbox live and in xbox setting...ressetting them all and going through them again and again and again to make sure. Only thing I haven't done is delete and redownload the game.
