Low FPS on good PC

I get 239/240 fps while standing still in hideout, but as soon as I go into a map my fps drops to around 180, and then as soon as I start hitting monsters it drops again down to around 120, and in breaches it's rarely above 100. I run high but not max settings.

I have a 13th gen i9 and a 4090. I know there are better parts out there, but I feel like it's still a good enough PC to be able to reasonably expect to run the game near-perfectly.

Interestingly, I was speaking to a guy who has a Ryzen CPU and he said he gets 240 at all times on max settings with no exceptions other than the known gamebreaking blink build. Is it really a Ryzen v Intel diff, or is there something I can do to fix it?
