Network Spike in poe2

After the game enters a loading screen and the new map is loaded, the network values spikes very high and I can't even move my character. Before loading everything is fine but every loading screen is a dice roll of network problem. If I restart my game one or two times its turns back to normal but after a loading screen I get same issue all over again.
My pc and my drivers are up to date. I have no connection issues other than that but I contacted to my service provider about this anyway but they also couldn't find any problem. I tried every server but it happens in every server. I really want to play this game but nothing works its like this for 4 days now.
