Can not access end game hub after beating Cruelty Act 3

Hello, I just finished cruelty acts and somehow teleported out of the endgame hub area and have no way to get back. The portal from Ziggurat to the past is not working.

You can use any waypoint to get back to Ziggurat Refuge, which is the final hub
